Gary Mowad, (Associate)
Gary Mowad is a national expert on the Endangered Species Act (ESA), Migratory Bird Treaty Act, and Eagle Protection Act. Now retired, Mr. Mowad was the Deputy Chief of the Office of Law Enforcement for the U.S. Fish and Wildlife Service (USFWS) and State Administrator for Texas. Mr. Mowad developed and wrote many of the current ESA protocols and policies and is an authority on wildlife mortality caused by oil spills and pesticide misuse.
